FHFC Certification Filing in Hialeah

Before a Live Local Act property can claim its tax exemption, Florida Housing Finance Corporation has to certify that the qualifying units meet the income and rent rules. We assemble the unit data, prepare the request and file it, and we tell you plainly where your property stands.

Where FHFC certification fits in the exemption

Claiming the Live Local Act tax break is a two-part sequence. The owner begins by asking Florida Housing Finance Corporation, known as FHFC, to confirm in writing that the development satisfies the program's rules. That confirmation is what makes the later Form DR-504AFH filing with the county property appraiser possible. A late or patchy first step leaves the second with nothing to rest on.

This service is for owners and managers of multifamily rental properties in Hialeah and nearby communities such as Miami Lakes, Doral and Hialeah Gardens. It fits a first-time claim, a property that has added qualifying units, or a building you recently acquired from someone who filed before you. If you are not yet sure the property qualifies, our free eligibility check comes before any filing work.

We do not promise an outcome. FHFC and the property appraiser make the decisions. What we control is how complete, consistent and clearly documented your file is when it reaches them.

What our filing work covers

Eligibility review
We look at the total unit count, how many units are set aside, and which income band each falls into, at or below 80 percent or at or below 120 percent of area median income. You learn early whether the property clears the bar.
Unit-by-unit schedule
Every qualifying unit gets a line: unit number, bedroom count, rent charged and resident income band. We check each rent against the limits FHFC publishes for Miami-Dade so nothing over the cap slips through.
Supporting documents
We organize the rent roll, resident income certifications and ownership records the request relies on. Anything missing or out of date goes on a written gap list, not into the filing.
Preparing the request
We complete the certification request and file it through FHFC's own process, with you named as the owner of record. You keep a full copy of every page that goes to FHFC.
Answering FHFC's questions
When FHFC comes back with a query or needs a record explained, we draft the reply alongside you. We also keep track of the request's status until a decision is made.
Handoff to the county step
Once certification is issued, we can move straight into County DR-504AFH Filing so the two pieces match.

Signs it is time to file for certification

  • Newly leased qualifying units

A property that has recently filled units with income-qualified residents may be eligible for the first time. Certification is where that claim begins.

  • Rents sitting close to the limit

When rent increases have pushed some units near FHFC's published caps, a careful unit-by-unit check matters before anything is filed.

  • A change of owner or manager

Records kept by a previous owner or management company often do not line up with current leases. A fresh, documented request avoids carrying old errors forward.

  • Rent roll and income files disagree

If your rent roll lists a unit as qualifying but the income paperwork is thin or expired, that mismatch needs sorting out first. We can pair this work with Resident Income Verification.

  • The filing window is getting close

The county application depends on certification, so a late start on the FHFC side squeezes everything after it.

What affects the cost of a filing

We quote each filing after we understand the property, and we explain the quote line by line on the phone. If you want to weigh the work against the benefit first, ask for a free savings estimate, which shows roughly what the exemption could mean for your tax bill. These are the things that move the fee.

Number of units

More qualifying units means more lines to build, more rents to check and more income records to match.

Condition of your records

A clean, current rent roll with matching income files moves quickly. Missing or conflicting paperwork takes more time to untangle.

Mixed income bands

Properties with units at both the 80 and 120 percent levels need each band tracked and checked separately.

Timing

Starting well ahead of the filing window leaves room to fix gaps calmly. A compressed schedule takes more concentrated work.

Ownership structure

Multiple parcels, phases or ownership entities can each need their own documentation.

How a filing runs with us

  1. 1

    A first call

You call for a free Live Local review. We ask about unit count, current rents and how resident incomes are documented, then explain what the file will need.

  2. 2

    Gathering records

You share the rent roll, leases and income certifications. We can work through them at our office or walk through them with you by phone and video.

  3. 3

    Schedule and gap list

We build the unit schedule and show you in writing any unit that does not match the rules, with the reason. You decide how to handle each one before we file.

  4. 4

    Filing and follow-up

We file the request with FHFC and handle any questions that come back, keeping you informed at each turn.

  5. 5

    Certification in hand

When FHFC issues certification, we review it with you and set up the county filing and next year's renewal.

Questions about FHFC certification

Does FHFC certification mean our exemption is approved?

No. Certification confirms the property meets the requirements FHFC reviews. The exemption itself is decided by the county property appraiser after you file Form DR-504AFH. We help with both steps but cannot decide either one.

Can we skip FHFC and go straight to the county?

No. The county application relies on FHFC certification, so it has to come first. Filing with the property appraiser without it leaves the application incomplete.

Is this a one-time filing?

Certification is tied to the year the exemption is claimed, so expect to go through it again each year you claim the exemption. Our Annual Recertification service carries this year's records forward so renewals take less effort.

What should we have ready before calling?

Nothing is required for the first call. If you have a current rent roll and a sense of how resident incomes are documented, the conversation goes further and we can tell you more about eligibility right away.

Do we need to come to your office?

Only if you prefer to. Many clients go over their records with us by phone or video instead. Either way, you see the full schedule before anything is filed.

What if some units do not qualify?

We tell you which ones and why, in writing. You can still certify the units that do meet the rules, and we can talk through whether the others might qualify later with updated income records.

Find out where your property stands

A short call is usually enough to tell whether FHFC certification makes sense for your property and what the file will take. You get a straight answer, including when the numbers do not support filing.
